Enabling Windows Logon in policies disables random password?

The wording of this policy setting is unusual and I can't find anything to confirm what I am concluding but It reads that if you have this set to Allowed for Administrators only, or Allowed for all users only, then the ability to connect using the random password is disabled; or you can still use the random password, but people with a Windows account can use them as an alternative?
