why do I get teamviewer not running on partners computer and how to fix

I have never had a problem accessing my partner computer until he got a new one.  now I always get the message " teamviewer not running on Partner computer.. we have set their computer to run all the time but this does not seem to help.. any suggestions..  this defeats being able to use teamviewer.
