Wake on Lan from Local Network - Use android phone as second device

Hello everyone.
I was wondering if it is possible to use an android phone that would be always powered on and connected to the same local network as the target computer.
In my devce list I have got my home desktop computer, an android phone that is always connected to the same network in the house, as well as a laptop. I would like to be able to take my laptop with me and use the android phone as a secondary device that would wake up my desktop pc when needed.
It's much more preferable to have a phone running all the time instead of another pc.

p.s. My ISP does not allow me to use port forwarding in order to use the second option.
