13.1 Partner Intermittently going Offline

I have a remote VM running Teamviewer 13.1 that we have verified is running, and the team viewer service is also running. After adding the partner ID to my local TeamViewer installation I notice the remote system "go offline", even though nothing has changed. I was running 14.1 locally and downgraded to 13.2 to see if it was a version mismatch problem, but nothing has changed. Logging into the website we can alos see the remote system come online and go offline again. Any help in troubleshooting why this might be happening is greatly appreciated.
