Control a high cpu usage Remote pc

Hi 

I am trying to connect to pc with high cpu usage( more than 80%) and connection refused.Is it a way to avoid that?(Is it a way teamviewer when connected to reduce the cpu usage of the other running procedures in remote pc and get top priority?
