TV13 unattended access win 8.1 all windows scroll to bottom

Hi ,

I am using a copy of TV 13  13629 on a win 8. recently when i TV in to the win 8 machine and attempt to open a program off of the desk top the focus seems to scroll all around the other icons making it almost impossible to select a program and execute.

If i open Chrome or Firefox to access a page, the page scrolls to the bottom, Trying to use the side scroll bar continually to the bottom.

I also have a java app with dropdown boxes, to sellect a com port and i am unable to select one as the focus seems to continually scroll to the bottom

has anyone seen this before please?
