100% or 1:1 scaling not working when connecting to 14?

I am connecting to a machine with a higher resolution montior and set my scaling to 100% which means I have scrol bars but everything looks normal size.

However when I connect the window is always scaled for best fit.

I did notice that if I change it to scaled or best fit during the connection then back to 1:1 it looks normal gain.

When the machine I was connecting to was running 12 or 13 everything was fine. But once I updated to 14 on the remote machine this scaling issue started.
