Follow-up time in ticket body is wrong time zone

In the below example, I set the follow-up to this ticket for 9:01 AM.  The follow-up shows correctly.  But the ticket body shows UTC (13:01 PM). 

Oh, and it should be either 24 hour time or AM/PM.  Not both.
