I am to have a meeting tomorrow and I want to apply a background to my camera view. I can't seem to do this unless I am attending the meeting. Can it be done before hand?

You are on the TeamViewer community here - therefore, the relevant online meeting is TeamViewer Meeting.
I think you are talking about Microsoft Teams, which is another product. I recommend asking the questions on their forum. 👍

This is strange as I can join teams and see other viewers with blurred backgrounds so why can't I do so too?
