doesn' work. I just got teamviewer by chat, and ... you need licence and then pay for using photo.

You can change your avatar in the Management Console by editing your profile. For that, I'd like you to go to the top-right → Edit profile and then in the General tab, you'll see a rectangle right next to your name and mail address. Just left-click on it and a window will pop up for you to choose an image.
If that does not work for you, I'd like you to try it with a different browser, as there might be an issue with your cache or browser data in general.

In order to change your avatar in the Community, please do the following:
Go to the top right, where your current avatar and profile are located → Edit Profile → On the right-hand side you'll find Change my picture → Scroll all the way down, you'll see Choose file as a button to upload an image from your computer.
If you're trying to upload an avatar in your TeamViewer client, go to Extras → Options → Computers & Contacts → Click on the little rectangle on the right side of the window to upload an image.
