Can 3 people have access at the same time to view what is on the screen

The answer is YES.
It is possible for 3 people to access the same device using the Remote Control. However, keep in mind the 3 of you will be "fighting" for the partner's mouse. 😅
If your goal is to do a presentation for 3 people, so they can see your computer screen, my suggestion is to use TeamViewer Meetings instead.
This article below explains how you can start one:
With the TeamViewer Meetings the presenter can choose who and when the participants will use the mouse. You can also turn on video and microphone to better communicate.
