Recently Teamviewer will only be 'On-Line' if a User is Logged in via RDP.

This sounds like the classic "Server ID versus User ID" situation - I am sure we can assist with this!
With terminal servers, TeamViewer has two sets of IDs, unlike standard PCs, where there is only one:
- The User ID - this ID pertains to the specific user logged in via RDP
- The Server ID - this ID pertains to the server itself
If you connect to a User ID, you are taken directly to the user's desktop or login screen. This is a mirror-image of their RDP session, essentially, which means if the session is terminated, TeamViewer cannot connect to the User ID.
Therefore, if you wish to access the server outside of the RDP session, you would need to connect to the device via the Server ID. This would allow you to log into the server as if you were in front of it, and access user accounts without the user in an active RDP session.
To find the Server ID, simply connect to any User ID (in an active RDP session, of course!) and go to About TeamViewer. Depending on the version of TeamViewer you have installed, this could be in a few places, however, it is always located in the Windows system tray by right-clicking the TeamViewer icon and selecting it from the drop-down:
