I am trying to figure out if I can use teamviewer to remotely access software on my computer and be able to connect to a device connected to the computer remotely.

If I understand your question, the answer is yes.
Example - I provide PC support for family and friends via TV. TV is installed on each PC. I setup Easy Access on the remote PCs (see topic #3 How to Keep Unattended Access Secure - TeamViewer).
Easy Access is not totally necessary, but it allows you remote access anytime both PCs are connected to the internet and no one needs to be at the remote PC. If you don't have remote access setup then it is necessary for someone to grant approval on the remote PC and the password on the remote PC changes each time the PC is rebooted.
Not quite, I need to extract data from the device but the software is on my computer not on remote computer. Can I use a internet connection to use my software or am I stuck using another lisence key on a laptop
