Problem editing the name field

Hello,
In our organization, we have a problem with editing the name field on some administrator accounts, even though we have the appropriate administrator rights (or so we think). As a Device manager, User Administrator and for Company Administrator tests, I cannot change the default username to which I link. This option is only active for some Company Administrators and we do not know how to activate it for others. Below example:
