I continue to receive this error as of December 14, 2017. The first 2/3 of the error code are the same as OP's, except that the last 1/3 seems to change each time.

In addition I was having problems using my two factor. It kept giving me the code was invalid error. I turned off Two Factor using the recovery code and tried setting up Two Factor again and got the original poster's error.
