Enterprise Account 2fa reset

I have a user who reset their phone and lost their ability to use 2fa. I went in their account and reset their password, but i cannot find any option to disable their 2fa so they can get into the account(and set it up again). How do i fix this?
I tried deleting their account, but now i cannot re-add the account back... says user already exists.
