Can't pan display on Android

Connecting on LAN (local) from Google Pixel 2 XL to Windows 10 Pro. I can zoom the display, but it only zooms from the upper left corner. I cannot pan the zoomed display around with a two finger drag. 

Is there a solution to this problem? Without being able to pan a zoomed display using Teamviewer on the Android is a non-starter.

    Obviously a very old question, but I have the same problem in 2021 so I think it's still relevant!
