I can not make remote connection in Portugal

I can connect to a computer in France and another in the UK and vice versa. But I can not connect any of Portugal and I tryied 3 PC´s on different networks. Why is this happening?

I am in the same situation always says that it is not possible to connect or the partner did not connect to the router and sometimes gives protocol negotiation error..

I've tried a ticket but nobody answers the worst service in the world.
