It is possible to connect to the Windows logon screen. Please activate the option in TeamViewer under "Extras - Options - Advanced" on the remote machine.
The option's name is "Full access control when a partner is connecting to the Windows logon screen".
Please make also sure, that the option "Start TeamViewer with Windows" is activated.
