No access without internet

Hello,

I access a Windows PC from a Mac via TeamViewer in my private network. For this I use the direct IP address. Now I have the following problems:

- the speed is very slow
- if I don't have an internet connection, the access doesn't work via the IP address, although I only access it internally

who has any idea what could be the cause?
