Android Tablet controlling Android phone with wifi

Hi ;

I have an android phone and wifi tablet running both Android 8 .

Would like to control my android phone using my android tablet in my car ;

so there is internet at my phone but no sim in my tablet. Whilist it can be logged to an hot spot of my phone.

For example :

I would like to run tidal official from my phone but it  will be the tablet kontorolling the phone. so I dont want to have my tablet sounding etc , I just want it to controll the app from my tablet

Is it possible with teamviewer _? 

Does teamviewer require internet connection for this ? ( I mean if there is a wifi network but the wifi network is not connected to internet  , would it still be possible to run teamviewer and let the tablet controll my phone )
