Can no longer connect to PC through iPhone app. Can connect from PC to PC

This is now a problem that i havent been able to fix.  All of a sudden I cannot connect to the PC because it says "Unable to connect.  A connection could not be established.  Reason unknown.  Any idea why?  I have tried rebooting the phone, reinstalling, logging out and back in...nothing.  For some reason I can connect via PC, but not with phone.  This is even with cellular or wifi.
