Cannot use "Ctrl" button on connected Linux mint 18

Hello everyone! I did not really sure is this post actual here, but here is my "bug".
As I mentioned in the Topic I cannot use  "Ctrl" button on connected Linux mint 18 when selected language is not eng. I have tried this by changing language to rus.
