Remote control of Samsung Galaxy S5

Can a user at a Windows PC remotely control a Samsung Galaxy S5, specifically dial the phone? I used to be able to do this with my old Blackberry and dearly miss it. I read a lot about "remote control", but sometimes that just means mirror the screen. This is a lot more involved, I'd guess.
