InDesign Scaling Issue - OS 10.11.6

hi, i am running Indesign remotely usiung team viewer. both the conrol mac an host are running El Capitan.

the issue i am having is that when i place a graphic i can scale it into position but if click off the graphic and try to rescale (shift+apple. grab corner handle+scale) the the graphic will crop and not scale.

what is the fix for this??
