Weird idle behaviour Ryzen 3 + TeamViewer

Here's the deal, when teamviewer is on while monitoring cores on ryzen master, they sleep correctly and everything is fine. The weirdness begins when I close teamviewer or don't allow it to start with windows. At that point all cores remain awake, at 200-400 MHz range. If they go to sleep they do it for a fraction of a second and when it gets stable they all remain active.

Can't actually realize what is going on! Any ideas?
