unable to connect to my brother pc

Hello 

i have a weird issue when i try to connect to my brother pc with team viewer he get a proxy error message hes not using a proxy but he was having norton internet security 

we uninstall it but we still have the same error i went to the network section in wi9ndows 10 there is nothing there 

not sure why we have this error i also use the latest version of team viewer 

very weird
