Dear Emre,
Thank you for your feedback.
The reason that you're not able to use TeamViewer before login is that gdm loads TeamViewer after login.
If you need to use TeamViewer before login, you need a DM that it's able to launch the application before you log in, like lightdm or sddm does.
To fix your issue, you need lightdm as your display manager instead of gdm.
Please follow these instructions to fix your issue.
sudo yum install lightdm lightdm-gtk
sudo systemctl disable gdm.service
sudo systemctl enable lightdm.service
rebootDid my reply answer your question? Accept it as a solution to help others, Thanks.6

Dear Emre,
Thank you for your post.
To be able to understand your issue better, what's the status of your Fedora Box that you're trying to connect into?
Is it just booted and waiting for login? Is it already in a session or just logged out after a session?
Please let us know the output of the following command
cat /etc/systemd/system/display-manager.service | grep -i execstart=
We are looking forward to your comments.
Have a great day!
Best regards,
Christian
