TeamViewer Access Denied

After installing TeamViewer on Windows 10 version 1909 build 18363.1082, I clicked on the desktop icon. An error shows up that says "Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item.
In File Explorer, I double click on C:\Program Files (x86)\TeamViewer\TeamViewer.exe and I get the same error.
I tried running TeamViewer.exe as an administrator and I still get the same error.
How do I fix this?
