Can't access UAC

I have a commericial account and have submitted a ticket but thought I would post here also. I have a user who cannot get onto our company VPN. The don't have admin rights on this company supplied laptop. SInce they can't install the software package I usually use for teamviewer I had them download it from the website and install for one time use. I then connect using windows credentials. I have tried both the local admin and the cached domain admin. Either way when I try to access UAC I get locked out. From what I have read logging in with windows admin credentials should give me access to the UAC. Am I doing something wrong?
