User Lost 2FA and Can't Delete Email

I have a commercial license, and one of my users deleted the 2FA software and lost their 2FA recovery code. 

I deleted their user so I could [User Management] -> [Add User]. This gives the error "This e-mail address is already in use". 

The user cannot access Teamviewer or get a "resend email" authorization. What do I do to get this user added back?
