I have a Business License on version 13, can it upgrade to version 15 without any additional charges

If you want to use TeamViewer, you will have to upgrade your license into a subscription.
If you already have a subscription, you can just update your TeamViewer to the latest version, as the subscription includes all TeamViewer versions.
