Remote control of Android from Win PC via Wi-Fi hotspot

Hello, I am trying to control my Android phone from Windows 10 PC. Both devices are on same Wi-Fi hotspot created either by PC or phone, but after entering phones IP äin place of ID), TeamViewer on PC says cant connect.

Also I have to mention that Wi-Fi hotspot does not have internet connection.
