How do I deactivate 2FA without the recovery code

I setup an account for a member of staff and they have enabled 2FA. The member of staff denies this and is unable to provide me with either the access code or the recovery code so that I can bypass 2FA. I need to sign into the account to cancel the subscription. Can anybody suggest how I do this?
