Can not transfer licence, no response from support

Hi,
I did not know i had restriction on licence moves. I have three devices listed using my account, but i cant remove any device anymore.
I received the message "No license to transfer".
I urgently need to help an user , but i can't on my actual pc. I have no response from support to reset my licence moves. Can you help?
