All my Windows 10 endpoints are showing KB5031356 as a missing patch, but it was installed successfully on all devices over a month ago.

This shouldn't be the case, but could be an issue with the specific patch - could I suggest you open a ticket with our support teams and then we can investigate deeper what the issue is here and hopefully help you solve it?
