TV on New Server Thinks Its a Personal Account

I have a business license and have set up a new Windows Server 2016. I am trying to set up TV on this new server for unattended access. I am not going to be going OUT from the server; I'm just going to connect to the server. I have 3 licenses under my account for outgoing, but unlimited connections.

I added the new server to my Trusted Devices…but when trying to set up unattended access I get a pop-up "Personal Devices Limit Reached". So I think it thinks I'm setting it up personally and to connect out. What was done wrong?

What has to be done so the server will be host only and so I can set up unattended access?

The Business license has a restriction of three devices that can start the remote connection; therefore, it's not possible to license a Windows Server with a Business license as explained here.

However, if the Windows Server will only receive the connections from your three already licensed devices, then you can follow the steps in the articles below to set up the unattended access:
