Can't connect to TV on Windows Server 2016 after logoff.

When i logged in TV works. After logout can't connect.

On another os versions work perfect.

It is most likely that you are attempting to connect to a User ID, which is only accessible during an RDP session.
Once the RDP session is closed (user logged out), connections to the User ID can not be initiated until the user is signed in again.
