Question about license

I have 2 situations:

1) I have 7 staffs need to access their office pc remotely from their home, . They may work at the same time， but with their own pc only.... Does 1 premium ok with that? Or I need to buy 7 premium licenses?

2) there are 3 additional PC with license installed, however, the ones who remote these PC does not have license, is it ok?
