With an iPad you can connect and remote control a computer (PC or MacOS).
If it is a MacOS using Mojave, feel free to check this article to allow remote control: How to control a Mac running macOS 10.14 MojaveHowever, with this same iPad, you cannot control an iPhone or another iPad.
For iOs device, only screen sharing is available.
