Blinking cursor issue linux

When working in the Terminal or any text editor on Linux i cant always see my writing cursor. I think the blinking is in phase with the screen refresh rate. When i move something in the screen i see my cursor blinking but when i stop doing something the cursor stop blinking. It looks like the refresh rate of the screen is dynamic and happens to be in phase with the cursor blinking when nothing happens on the screen. Is there a way to force a refresh rate on the screen?

Thank you for contacting TeamViewer.

We were not able to reproduce the issue, it should be related to the network connection.

Have you tried start connections with the optimize speed option?

You will find this option in Extras / Options / Remote Control / Display

Select the option quality to optimize speed and click OK.

Then start a new connection and test.
