Account Payment Issue - I paid the renewal my Business plan but it is Free plan now

Here is m Account Payment Issue, I paid the renewal my Business plan but it is Free plan now, so that I cant raise a ticket. 

Nothing could help me on this community knowledge and article. 

Please advise.
