Can not install VPN

I have used Teamviewer since version 10. I have been using the vpn service for a year+. When I updated/iupgraded to version 13, I lost the vpn service. I am using an up to date version of Windows 8.1. I cannot install it, even after completely uninstalling and file deleting Teamviewer fromthe computer. When I try to install, I get an error message of "A problem occured during installation. The Teamviewer VPN adapter was NOT installed successfully installed on your system." The logs show

I have tried with my antivirus turned off and on. I have reinstalled Teamviewer 3 times trying to fix this. Thank you for any help you can provide
