Why is TV spamming a webpage on login?

Exactly what the title says. Why is TV spamming a webpage about how TV works when a user logs in?

This is happening on over 50 machines. How do I turn this **bleep** off?

Also why is the cookie consent banner 5" tall on my 4k monitor? Unnecessary.
