I was promised a refund way back in April. As of today I've only received a small portion of the promised refund and the support agent who has been handling the whole situation isn't responding to my messages any more. How to proceed?

I would recommend you calling the Service Team directly or in case you still have a license to submit a ticket (How to submit a ticket) as this is a topic that can not be resolved by the community.
