QuickSupport SOS button not being created

Hello,
I have configured a custom Quick Support permanent link and checked the option "Automatically create SOS Button". However, it seems the creation of the QuickSupport SOS button is not working. On rare occasions it does appear on client computers, but by large it does not work.
Any idea why it is not being created? Or perhaps there is a way to manually obtain it so I can distribute via GPO?
