Connecting to PC with dual screen leaves white band at the top of windows explorer and other apps

I thought it was cause only once Google Chrome was opened, turned out my hunch was wrong and it happened irrespective. When maximising windows explorer, any internet browser and some other apps there is a white band across only one screen (secondary screen). Clicking within this white band activates the next app that is in full screen that isn't affected by this (MS Outlook, Word, Excel, Revit, Autocad, Bluebeam). If I restore the windows explorer window and manually stretch the window to fit the monitor there isn't a white band - only if I maximise the window.
Restarting the pc fixes this until it comes back randomly (or not).
Any assistance would be appreciated.
