Does the partner computer have to be turned on to connect?

Obviously, I am new to Team Viewer. Just wondering if the computer I am trying to connect to always has to be left on in order for me to connect.

Basically Yes - the remote device has to be on and online. But you can also use Wake on LAN to not have the device on all the time:
