I was told if I have a paid version I could connect no matter what version remote user had installed. I have latest version and remote user has V11 and get an error remote TeamViewer has older version. Please advise.

From the security and connection perspectives, the latest version is better to use for both remote and local devices.
Please kindly update the TeamViewer version on the remote computer and confirm the connection, if you are using TeamViewer subscription license. Regarding how to update TeamViewer, please check - the knowledge article.
If you are working with TeamViewer v11 license, please ensure that both sides are running TeamViewer v11 software for compatibility.
