I have a one time paid license for Team Viewer 12. Recently I cannot connect remote PCs. I received message saying that remote pc is needed to upgrade latest version. Remote PC is running Team Viewer 12.

TeamViewer is backward compatible. However, you do need a license to connect to older versions.
In your case, there shouldn't be a problem while trying to connect.
Please make sure you're logged in with your licensed account. In addition to that, please update the remote side to the latest supported TeamViewer version for that operating system. You can find a list, here:
